Since the establishment of the European Customs Union, the customs regime in Germany is governed by EU law. However, in the area of taxation, the European Community adopted a VAT System which allows each Member State to decide over national VAT tax rates as long as they abide to EU rules.
In Germany, customs are administered by the German Customs Administration (Zollamt) and VAT matters are taken care of by the Federal Ministry of Finance.
